had accident in indiana traveling,new car total price 33,000,vehicle has over 9,000 worth of damage,should insurnce company have totaled this vehicle,instead of attempting to repair

If the cost of repair exceeds the total value of the car, it is deemed a loss.
I don't know about Virginia laws, but usually insurance companies will opt for whatever is cheaper. If the cost to repair exceeds the value of the car, then they total it. If the cost to repair is less than the value of the car, then they repair it. It's simple math.
No, $9,000.00 in damages is not a total loss for a $33,000.00 vehicle.

If the cost of repairs exceeds about 75% - 80% of the value of the vehicle it will normally be written off. Less than that and it will be repaired.

Your damage was only about 27%, nowhere near a total loss.
When I did claims it was 50% we would consider it. When I left I understand it may have gone up some.
