had accident in indiana traveling,new car total price 33,000,vehicle has over 9,000 worth of damage,should insurnce company have totaled this vehicle,instead of attempting to repair

in most states it has to be 70% damage or more in order for it to be considered totaled. but it's really up to the insurance company. You need to call and find out what your companies policy is.
It does not depend on the 'state' but it does depend on the insurance company -

Most companies total it at around 60% of CCC estimated value / CCC is below dealer by about 15% in most cases - a good rule of thumb is 50% of Kelly or NADA. *The reason for 60% is suppliments (unseen damage after the repair is started).

They also look at the danger factor of the repair, some repairs never bring the car back up to a safe vehicle again, and total it by default, IE: Complete subframe stress (a folded subframe across the car body).
