Does California state law not allow insurance companies to increase rates for $750 or less claims?

I heard California Sate law prohibits insurance companies from raising your rates if you have a total accident claim of $750 (not to include deductible amount)? Is this true?

Now there is an industry for you! I never understood why they call it insurance instead of just give me your money! The prices for premiums should be sufficient for profit even considering claims, otherwise they would not be in business. Raising your rates for what ever reason is just a bonus! WTH just another rape job!
