You need to understand the difference between a check from the IRS and a check from a bank that gives "Refund Anticipation Loans" or RAL or RAC checks. Any bank will cash any check from the federal government, on condition of the amount (a small branch may not have the cash on hand to cash $4,000 checks all day!). They have the right to ask for a fee if you are not an account holder. When the check is drawn from a bank issuing a RAL or RAC if they don't recognize the bank they won't cash it. Reputable tax offices (like H&R Block) will distribute a "letter of credit" to the local banks. This is why you'll see a sign posted in the office telling you which banks you can use to cash your check.

Most will no longer do this due to fraud over the years. Take it to a local check cashing facility, or sometimes your local supermarkets will cash them for a fee of course.
any bank will cash it, but they charge a percentage of the check. like 2%. If you know someone who has an account at a bank they will cash it for free. What ever bank printed the check will cash it for free.
