What office do you get a hold of to put a lien on a perosn income tax return refound and back accounts?


trying too get payed for a court judgements person has gone on too wellfare or off the grid cash under table

you'll never get paid, the only people who attach tax returns is IRS, child support, and federal student loans. All the court judgement is good for is to go back to court again if he didn't keep the judgement. and if he is under the table or on welfare, what taxes will you get?
I don't think a non-governmental agency can collect from someones tax return.

Contact the IRS in your town and talk to a revenue agent.
UCC which is Uniform Commercial Code. Go to a law library and that will give you more assistance than you need. It is a lot of work though trust me.
