Yes, there are no restrictions if you intend to operate a legally functioning account with funds that are freely transferable. Yes, if it earns income; No if the money is in a safe deposit box. Depends on your needs, corporate, business or personal? Domestic or International transactions? etc.
Check with your bank in the USA first, because there are restrictions on American citizens having bank accounts in a foreign country.

I bank with HSBC and I've just noticed they've started to do bank accounts specifically for people moving to the UK. The intention is to overcome the problems that new arrivals to the UK usually have with finances when they've no credit history.
