The state I have has something like that if you adopt from the pound. 30 days from adoption (except for puppies) your pet MUST be "fixed". if not, it's 1000 dollars a month fine until it is fixed AND you must provide prof that it has been done. hell no A thousand a year tax and require a million liability insurance. If you can be required to insure your car, why not your dog. Yes. Or a $500 initial fee for people purchasing unaltered - breeder dogs and cats, refundable when pet is fixed. Also all dogs and cats should be chipped. I'm not sure the reason we kill so many animals each year is due to over-breeding. It seems there are some pet owners who run into some sort of hardship, like they can't afford the pet care or they move to a rental that doesn't allow pets. These pets are older, untrained, unattractive and unadoptable. I had a very old cat that was in bred and unreliable when it came to temperament. When I had my first child, my family pressured me to get rid of the cat. No one wanted him and he had to live outdoors in a heated cat house. |
