Can all CPAs prepare tax returns?

There is no legal requirement in most states (California being a notable exception) on who can prepare tax returns.

Just remember though, just because someone is a CPA, doesn't necessarily mean that they're good at it. Get a recommendation from a friend or family member who has a similar financial situation to your own.

For the most part, anyone can prepare a tax return. Except for CA there are no licensing requirements. Some CPAs do specialize in taxation though many never prepare a tax return, not even their own.
Anyone can prepare a tax return. Most tax returns are self-prepared.
Legally all CPAs can prepare a tax return. Some have never done so and likely will not (even their own). CA and OR are the only two states that require any license, training or experience to file tax returns.
