They don't!!!!!!!!!!!!!!!!!
Raise taxes elsewhere or cuts something the other party wants. Or just goes into debt....
cut down military expense.
This is my two cents worth:

It seems that ALL politicians propose all kinds of tax relief.
However, once in office, the ugly head of budgets and fiscal responsibilities become reality - and the tax cuts become a political night mare.

Scare tactics are common - you will lose firemen and police protection, the schools will have to double up on classes as some are closed down and teachers are laid off and so and on and on and on .......

They never seem to tackle the actual waste and public services and facilities that are simply over staffed or outdated.

And even worse, what good are state tax cuts if the communities have to raise property taxes to make up the difference? Or federal tax cuts if the states have to increase sales or income taxes for the same reason?

The only real tax relief comes from less government spending and better oversight and controls of what is spent - and a common sense approach to priorities if cuts are truly necessary.
There is no revenue loss tax receipts go up every time the lowering of taxes is done, just look at the latest numbers. Even JFK knew that. and he was a drug addicted womanizer
If you're the Rep. governor of Minnesota, you pledge no taxes,
cut spending to Local Government...thus forcing cities and towns to raise property taxes.
