they make revenue through property taxes, school taxes, sales taxes, and all sorts of other taxes. you can go on the states webpage and get a read out of their budget. http://www.state.tx.us/

Brah, we've got everything but a state income tax. Property tax are the big one. Sales tax come in a close second.
