there is a fee charged by the VA!
A basic funding fee of 2.15 - 3.3 percent must be paid to the VA by all but certain exempt veterans.

VA Loan Facts: The Funding Fee
The VA loan funding fee is required by law. The fee, currently 2.15% percent on no down payment loans, is intended to enable the veteran who obtains a VA home loan to contribute toward the cost of this benefit, and thereby reduce the cost to taxpayers. The funding fee for second time users who do not make a down payment is 3.3% percent. The idea of a higher fee for second time use is based on the fact that these veterans have already had a chance to use the benefit once, and also that prior users have had time to accumulate equity or save money towards a down payment. VA and it is not the Origination Fee.
The 1-3% funding or origination fee is a charge from the lender. You can get a lower funding fee by getting a loan with a higher interest.

Gerenally the lower the interest, the higher the fee and vice versa
The VA funding fee is currently 2.25% . This is set by the VA...NOT the lender
